The internal market committee will vote on the opinion by Adam Bielan on EU competition policy in 2008. In his opinion, Mr Bielan strongly welcomes the special focus given by the commission on maximizing consumer welfare. In line with the principle "think small first", Mr Bielan stresses the need for SME-friendly EU competition rules as well as points out the need for effective cooperation with small businesses and consumer organisations and the parliament while amending the Block Exemption Regulation.
The opinion also undertakes a very sensitive question of collective redress. The text brings out the need for effective compensation mechanisms for individual victims, both consumers and businesses, of anti-trust infringements, calling on the commission to adopt a consistent approach between rules of collective redress in competition law and in the general consumer protection framework.
