The parliament will debate with the commission shortcomings in the implementation of the First Railway package which was adopted back in 2001 with the aim to liberalise the international rail freight market. According to the commission, 21 Member States have failed to implement the directives properly and today one can not observe a fully fair competition in the railway market. As the commission is going to revise the 1st Railway Package later this year, Members will discuss how the coming revision could improve the situation.
ECR group coordinator in the transport committee Roberts Zīle believes that the situation has to be carefully evaluated because of the specific situation in some Member States: Baltic States are fully connected with the Russian railway and rolling stock and rail freight flow from there influences capacity allocation and provision of international train paths.
